The growth at Packard continued to be healthy and continuous. By 1911 the firm employed 6,000 workers and the factory covered 33 acres of floor space.

The model 18, named for the car's horsepower, was the first attempt to down size a typical Packard. The car featured a shorter wheelbase, smaller engine, and was less expensive but was built with the same 'quality at all cost' that was found in the larger Model Thirty. Customers still preferred the larger Model Thirty as it outsold its smaller companion three to one.

Powering the Model 18 was a four-cylinder engine offering 18 horsepower.
The Packard Model 18 was produced from 1908 through 1911. It was a smaller version of the Model 30 and cost $1,000 less. The '18' designates a French calibration of horsepower that equates to 30 horsepower.
