Packard's lowest-priced car, the 'Packard Six' was rebranded as the 'One-Ten' when the Eighteenth Series was unveiled on August 8, 1939.
Packard's four-year plan to focus its efforts in the medium-priced field was completed by 1940. Packard would never again produce an ultra-luxurious Twelve car. Packard's strategy seemed right at the time. The luxury car market was in decline. Cadillac had discontinued its Sixteen and Lincoln had dropped its big Twelve as well.
Packard's One-Ten was designed to compete with Buick, Oldsmobile, Mercury, Hudson, and DeSoto. The One-Ten 5-passenger 4-door Touring Sedan was Packard's most popular car in 1940. Packard sold 28,466 units while selling just 472 of its most expensive and luxurious One-Eighty models that year.

Engine Refinements: L-head inline six-cylinder engine; 3.5 x 4.25 bore and stroke; 245 cubic inch displacement; 100 horsepower
Transmission refinements: rear axle ratios, 4.3 standard, 4.55 optional, 4.55 standard with overdrive
Chassis refinements: steering: worm and roller, Packard, ratio 20.19 to 1. Braking: effective area 158.5 square inches; track: front, 59 3/16 inches, rear, 60.5 inches
Body refinements: 'More attractive styling' included a tall narrow grille flanked on both sides by smaller fender grilles and teardrop headlights mounted on the fenders. Sixteen selections of paint and a station wagon (Body No. 1383) were offered.
