The Cougar nameplate first appeared on the Mercury line in 1967 and for much of its existence, was marketed as a Mercury counterpart of a Ford vehicle. The first two generations were derived from the Ford Mustang, and the third and fourth generations used the chassis fo the Ford Torino intermediate. The fifth and sixth generations used the compact Fox platform. 1999 was part of the Eighth Generation of the Cougar which was produced from 1999 through 2002. The Cougar lineup had ceased production in 1997 and after a brief two-year hiatus, was introduced in the spring of 1998 as a 1998 model. The all-new front-wheel-drive coupe was based on the Mystique/Contour platform and built by Ford's AutoAlliance division in Flat Rock, Michigan. The new Mercury Cougar was introduced in 1998 at the Los Angeles Auto Show and was the first front-wheel-drive Cougar. In Europe and Australia, it was marketed under the Ford brand. In North America, it was the first Mercury since the 1991 through 1994 Mercury Capri to be sold without a direct Ford model equivalent.
The total 1999 Mercury Cougar sales reached 88,288 units.

The sporty 'new-edge' styling was aimed towards younger buyers and powertrain options including the 2.0-liter Zetec inline-four and the 2.5-liter Duratec V-6. It was sold solely as a coupe with base, V-6, and sport trim levels. Standard equipment included air conditioning, the SecuriLock passive anti-theft system, power front disc and rear drum brakes, dual airbags, side window demisters, a rear window defroster, power door locks, full coverage door trim with an armrest, an electronic digital clock located in the instrument cluster, cloth insert and storage bin, SolarTinted glass, and Micronair air filtration system. Other items included a four-spoke comfort steering wheel with manual tilting column, a day/night inside rearview mirror, a midline AM/FM stereo with cassette and four speakers, a fixed radio antenna, reclining front bucket seats with cloth trim, a 50/50 split-folding rear seat, and two-speed variable intermittent windshield wipers. It rode on P205/60R15 all-season black sidewall tires with mini spare, and 15-inch aluminum-alloy wheels.
